It is no secret that some Investors consider designing stage as an annoying obstacle to their bold economic projects. This is only partly true. In fact, thoroughly detailed design documentation lets, among other things, organize effective tender between Contractors and thanks to competition achieve lower estimated cost which would please the Investor.

In this situation, design documentation is a qualitative and quantitative characteristic of the product which different Contractors offer the Investor. Design allows for a set of qualities, characteristics and functions of the development to be defined exactly and unambiguously, whether it is a warehouse, a shop floor, a shopping center or a sports complex. And only after that you can demand, "Well, Misters Contractors, how much will it cost?"

Apart from that, there is another aspect in the question about whether to develop integrated design documentation or not. Any design includes "Engineering concepts" section. These concepts can be absolutely obvious for the Investor (for example, a car wash for two posts), more or less intuitively understandable (e.g. a package line for a food processing facility), or be clear only for professionals (e.g. a chemical production or dock yard). In some cases, differences between Russian and foreign design standards result in difficult situations when importing equipment with corresponding technology. That may lead to considerable changes in equipment configuration and investment cost. If these problems are recognized at an early stage, business plan parameters can be adjusted, construction successfully completed and the facility will start to operate.
