"Eksstroymontazh" – customer-developer. Functions of a customer-developer

We will help you draw up documents necessary to obtain construction permit which certifies the right of the property owner, user or tenant to carry out construction (reconstruction) works.

Initial permits, licenses, approvals (IPLA) >define: land plot borders, estimated performance indicators of the development, design and construction (reconstruction) requirements of coordinating authorities, as well as main requirements and recommendations for location, volume-spatial decision of the development and design staging. IPLA are prepared during up to 6 months. IPLA materials are to be agreed with in accordance with the applicable procedure and be registered at the State Town Planning Cadastre, a practice which is stipulated by Moscow Mayor's instruction dated 11 April 2000, No. 378-PM "On regulations for uniform procedure of construction preliminary design and design preparation in Moscow".

Act of permitted use of a plot for a town-planning development to carry out construction (reconstruction) contains requirements, parameters and conditions on this development. Decision on possibility and order of this Act preparation is taken by the regulation commission of the Architectural Council of Moscomarkhitectura based on the application of the developer (customer) during 1 month. Moscomarkhitectura prepares and issues the Act. Then it is registered at the State Town Planning Cadastre and becomes part of the construction decision according to Moscow Government regulation dated 28 September 2004, No. 671-ÏÏ "On ensuring implementation of the City of Moscow Law dated 9 July 2003, No. 50".

Construction/reconstruction design and estimate documentation is developed by a specialized organization having a license for corresponding activity, stage by stage, depending on difficulty rating of the development and according to IPLA and the Design Brief approved by the Customer. Design documentation is to be agreed with the authorized agencies. It is also passed to Mosgorexpertiza to receive an expert opinion (preparation period is up to 45 days) according to clause 48 and clause 49, chapter 6 of Town-planning Code of RF, as well as Moscow Mayor's instruction dated 11 April 2000, No. 378-PM "On regulations for uniform procedure of construction preliminary design and design preparation in Moscow".

Development construction/reconstruction permit certifies the right of the developer (customer) to carry out construction/reconstruction works according to requirements of clause 51, chapter 6 of Town-planning Code of RF, as well as the City of Moscow Law dated 9 July 2003, No. 50 "On procedures of preparation and obtaining construction/reconstruction permits for developments in Moscow". Moscomarkhitectura issues and registers a construction/reconstruction permit based on the documentation package presented by the Developer.

Warrant to carry out any construction works in Moscow is issued by the Administrative-and-technical inspection after the Customer presented a necessary documentation package, for the period stated in the construction contract according to the standard construction period, as well as Moscow Mayor's instruction dated 11 April 2000, No. 378-PM "On regulations for uniform procedure of construction preliminary design and design preparation in Moscow" and Moscow Government regulation dated 7 December 2004, No. 841-ÏÏ "On approval of the Regulations on procedure of construction and installation works permits issuing ".
